So you can use YouTube Studio app or you can use YouTube app.

So, go to videos on YouTube/YouTube studio app. 

Now click on pencil icon on YouTube Studio or click on three dots on YouTube app.

Now click on edit on YouTube.

Click on pencil icon on YouTube Studio.

Then go to description.

Now, in the description you need to type time-chapter like this:

0:00-intro

0:20-outro
